Plain talk about money
I believe in asking your customer for their "budget" number. I don't skip around it and in fact, I like to get that information as early in the process as possible. But a lot of folks are shy when it comes to talking about money. Don't be that way.

Asking about budgets is smart and it will save you - and the customer - hours of time that could be better spent on another project or client.
To make the point, I've attached a short video (cut from a much larger one) of Chris Lema (an Internet consultant who banks about 8 figures a year).
Chris is widely known to be a storyteller; which is something we'll revisit another time.
